A major breakthrough Express Entry draw has been held on December 16, with Immigration, Refugees and Citizenship Canada (IRCC) issuing 5,000 Invitations to Apply (ITAs) under the Canadian Experience Class (CEC) stream. The Comprehensive Ranking System (CRS) cut-off score is 515 and the candidate must also have created an Express Entry profile before 6:58 p.m., UTC, on September 9, 2025. This latest draw marks the new low for CEC draws in 2025, dropping below the previous record of 518 points in the draw held in July 2025.
The previous Canadian Experience Class draw was conducted on December 10, where the cut-off CRS score was 520 and the ITAs issued were 6000. This draw is the second CEC draw in just two weeks, and in this short period 11,000 ITAs have been issued (taking both the draws into consideration). These recent draws show the shift from the regular patterns where the cut-off scores were higher and the ITAs issued were smaller in number.
In December a total of five Express Entry draws have been held so far, including the Provincial Nominee Program (PNP) draw on December 15, a draw for healthcare and social services occupations on December 11, and the largest Canadian Experience Class (CEC) draw in the past 16 months on December 10.
To date in 2025, IRCC has 111,998 Express Entry ITAs issued, out of which 36,850 ITAs have been issued through CEC draws.
