
The Canadian province of Manitoba has officially discontinued the Career Employment Pathway (CEP) under the International Education Stream of the Manitoba Provincial Nominee Program (MPNP). The change was announced on June 11, 2026, and was effective immediately. The pathway allowed international graduates to transition toward permanent residency.
No new applications under the CEP will be accepted anymore. The pathway had enabled eligible international students who graduated from Manitoba post-secondary institutions to obtain provincial nomination for permanent residence through a job-offer-based system aligned with their field of study. As the stream has been closed, students are now directed to consider the alternative immigration options, primarily the Skilled Worker in Manitoba pathway. In the Skiller Worker pathway candidates are required to have at least six months of continuous full-time work experience with a Manitoba employer before becoming eligible for consideration in Expression of Interest (EOI) draws.
The provincial government has stated that this change is to streamline the immigration process. It will establish more consistent selection criteria for graduates while also improving alignment with local labour market needs and workforce integration priorities.
This decision will greatly impact international students who previously relied on a direct study-to-residence transition in Manitoba.
The Graduate Internship Pathway for master’s and doctoral students completing MITACS internships will continue without any changes.
