Canada May Fall Behind 2026 Permanent Residence Target

Canada may fall short of its planned permanent resident admissions for 2026 if the current pace continues. According to the latest immigration figures, from January 1 to June 30, 2026 Canada admitted 155,800 new permanent residents, or about 41% of its annual target of 380,000. To remain exactly on pace, approximately 190,000 admissions would have been expected by mid-year.

The economic category accounted for 89,200 admissions, compared with the full-year target of 239,800. Meanwhile, the family category recorded 45,100 admissions, putting it slightly ahead of the pace required to meet its annual target. Refugee and protected-person admissions stood at 17,900 by the end of June.

Canada’s effective 2026 target rises to 446,000 when two one-time initiatives for protected persons and in-Canada workers are included. With these programmes, total admissions reached 182,100 by mid-year, or about 40.8% of the combined target.

The figures indicate that Canada may need to significantly increase permanent resident admissions during the second half of 2026 to meet its planned levels.
