Canada is considering major changes to how skilled workers are prioritized for permanent residence through Express Entry. As part of consultations running from August 4 to September 1, 2026, Immigration, Refugees and Citizenship Canada has identified four potential focus areas for future category-based selection. These are U.S. H-1B visa holders, researchers, candidates aligned with the International Talent Attraction Strategy and foreign nationals connected to the Global Talent Stream.
The proposed approach aims to attract highly skilled workers in technology, artificial intelligence, healthcare, research and skilled trades. Changes could take effect as early as 2027 which is when Canada plans to admit 122,000 permanent residents through Express Entry. The government is seeking public feedback before finalizing the new categories and selection priorities.
