Introduced in 2024 for managing international student intake limits, the PAL/TAL requirement meant slower processing of study permit applications. Now the graduate students are exempted from the Canadian province or territory’s international student cap and benefit from the expedited study permit processing. The upfront cost is also reduced since students need not pay a deposit to obtain the attestation letters to prove their intent to enroll.
With reduced cost and removal of PAL/TAL requirements, the application process for Canada study permit 2026 has become simpler and more accessible to international students wanting to pursue education in Canada.
IRCC is no longer accepting new Start-Up Visa program applications for permanent residence as of December 31, 11:59 p.m. from international entrepreneur applicants planning to immigrate to Canada through the program.
Foreign entrepreneurs who have already secured the commitment certificate from a designated organization in 2025 can still apply for their PR applications until June 30, 2026.

Beginning on January 1, 2026, Ontario is improving mobility for out-of-province professionals in regulated fields who want to move and work in the province. Under the “As of Right” framework of the Ontario province, faster work authorization has come into being. The professionals in the regulated fields can start working in Ontario within 10 business days upon having their credentials validated by the relevant regulatory authority. The temporary authorization is for up to 6 months, giving workers time to complete Ontario-specific authorization requirements. Previously the workers had to wait several months for getting authorization to work in Ontario. The “As of Right” rule is applicable across 50 regulatory bodies and 300 certifications. It applies to occupations such as engineers, architects, electricians, and certain healthcare professions.
As per the new change in the Ontario’s Employment Standards Act, employers in Ontario cannot give “Canadian work experience” as a requirement in publicly advertised job postings or related forms of applications. This new change, which came into effect on January 1, 2026, is of great advantage for job seekers having no work experience in Canada. Thus, it removes the Canadian work experience barriers faced by newcomers and internationally qualified professionals.

Effective from January 1, 2026, Albert has introduced new rules for the Rural Renewal Stream. Under the new rule the eligibility has been tightened for foreign workers who have a valid job offer and want to settle in Alberta.
Alberta’s immigration pathway, the Rural Renewal Stream, is part of the Alberta Advantage Immigration Program. Through this pathway, designated rural communities can endorse foreign workers with local job offers, which allows the province to nominate the individual for permanent residence.
